TTUS Chief Financial Officer
Position Description
Performs administrative duties in the management and coordination of a large specialized project and program. Under general supervision, performs varied and complex administrative duties requiring independent judgment and the application of established policies and procedures. May provide supervision and direction to clerical, paraprofessional or professional staff members.
Major/Essential Functions
Financial Planning and Analysis (50%)
- Plan, forecast, and budget resources in support of strategic decision-making by the Vice Chancellor and Chief Financial Officer.
- Develop and implement new practices and procedures to collect, analyze and report key information and trends as it relates to the TTU system and higher education, including the development of relevant reports and dashboards for easy access by multiple stakeholders.
- Serve as financial liaison to assigned executive departments, serving as a liaison between departments within the system administration and functional finance and human resources groups.
- Responsibilities include support during the annual budget prep cycle and monthly reconciling of payroll and operating expenses to ensure operating budgets reflect the direction set by management.
- Brief assigned executives to the status of their budgets.
- Coordinate problem solving efforts for potential issues or concerns and develop processes to manage resolutions.
- Guide assigned executives in finance and administrative functions including procurement, procurement/executive card reconciliation, travel and expense management, employee appointments, and payroll/personnel administration.
- Occasionally serve as backup in coordinating and planning day-to-day maintenance and operations of the system building.
- Support the preparation of the TTU System Administration's legislative appropriations request and related state reporting items, including working with the system's government relations team and component institutions to coordinate responses to the Legislature Budget Board's Fiscal Note and other legislative requests.
Required Qualifications
Bachelor's degree in the area of specialization or closely related field. Four years of related administrative and technical experience. Additional job related education may be substituted for the required experience on a year-for-year basis.
Preferred Qualifications
Degree in finance, accounting, economics, or business administration. Experience in a higher education role. Experience with Enterprise Resource Planning and financial systems, such as Banner, Cognos, and Sciquest.
Knowledge, Skills, and Abilities - proficient in business applications, such as Microsoft Office, especially Excel. Internet and computer literate. Knowledge of fund accounting principles. Professional communication skills, including ability to prepare materials for and communicate information to internal and external audiences. Ability to contribute to or lead a team in conceptualizing and solving problems.
